Skinnable Menu?

Would anyone want this?

I wouldn't. I don't even skin music players lol. I think the default menu graphics will be just fine, I was satisfied with the SC menu, as well as the ones from the WarCraft series. So I don't think there will be a problem with it. However, if Blizzard makes some crappy looking menu, then perhaps people will begin to skin the menu, and it might be as simple as replacing some jpg files

I think Blizzard will just go all out on weird/special abilities and units, customizations and stuff, to cover up the fact that SC gameplay can't be technically improved.

lol it seems you aren't too thrilled about SC2. But I get your point, I think the point of SC2 is to give SC a revival. While you may be fine with SC's graphics, a lot of people moved on due to the new and improved graphics offered by present day games, which might have worse gameplay than SC. And Blizzard is trying to regain SC players by introducing a better looking SC game with hopefully improved gameplay, or at least the same quality, with new visuals
